why can’t i download windows installer?

I need to download DRIVER DETECTIVE to test my mouse and cannot because I get this message after downloading: The windows installer service could not be accessed. This can occur if the windows installer is not correctly installed. Contact your support personnel for assistance….If you have the answer to that one, maybe you can also tell me why I cannot download another (working) version of Windows Installer?
